前些时,一位在偏僻农村长大的朋友从国外回来,饶有兴趣地和我聊起我国农村的情况,各自感慨颇多。也许是有了和国外的对比,就居屋来讲,他觉得我们的农村建设最明显的特点就是一个“乱”字,不像日本、韩国等国家,农村居屋与自然和谐统一。毋庸置疑,改革开放以来,我国农村在奔小康的路上,住宅建设步伐很快,不少村庄新房林立,居住条件的确有了明显改善。那么,人们为什么仍然觉得大部分乡村是既脏又乱又差呢?笔者认为主要是由于农村建设规划滞后或品位低下,甚至没有规划。客观上,许多村庄这种布局散、规模小、建设乱的状况,不仅影响了农
