高校廉政文化建设面临独特的廉政管理和廉洁教育的困境。从分析高校廉政文化建设存在价值观理想信念教育缺乏成效、高校腐败案件逐年多发、高校廉政管理机制没有形成等问题,提出建立符合教育特征的廉政制度体系,从制度建设层面加强高校廉政文化建设的对策。
