在改革开放的新形势下,黑龙江省总工会、省教委,从促进全面完成“八五”计划,振兴龙江经济的目的出发,号召全省各类职工学校,走出校门下厂办学。省总工会系统所属各级各类学校,积极组织教职员工纷纷下厂办学,开展技术咨询,帮助调整产品结构。在这次活动中,涌现出31个先进集体。哈尔滨市工人业余大学这所学校无偿办学,经费“倒挂”,力求社会效益。哈尔滨第二毛纺织厂1989年以来严重亏损,又急于对职工进行全员培训。因此,工人业大对工厂采取了无偿办学,经费“倒挂”的办法。在第二毛纺织厂举办了6个培训班,按办学基本费用应收取17500元。学校不但没有向企业和职工收缴学费,而且连教师酬金以及学杂费等都由学校承担了,仅支付教师酬金一项就达9400元。在其它五个办学点这所学校在经济收入上也受益不大。但是第二毛纺织厂的经济效益显著提高了,密切了校厂关系,体现了职工教育的社会主义性质。该厂副厂长荣幸同志说;“我们不会忘记工人业余
