双边市场中的平台横向并购并不必然损害社会福利;在大多数双边市场中,双边平台横向并购以及由此造成的市场集中度提高能够增进社会总福利以及至少市场一边的福利;双边平台横向并购通常会引起社会总剩余在市场两边用户之间的重新分配。当对双边市场中的横向并购进行反垄断规制时,执法机构应重视相应市场的双边性质,并运用有别于单边市场的视角与方法进行分析。
