历程与轨迹改革开放以来,宁波经济发展走的是一条开发建设、开放改革、发展市场经济、建设新兴港口工业城市的道路。20余年的发展轨迹大致呈现出四个阶段:(一)转折与经济恢复阶段,时期大致在70年代末到1984年前后。1978年12月党的十一届三中全会提出把工作重点转移到社会主义现代化建设上来,全国包括宁波在内,经济建设提到中心位置,经济发展出现历史性转折。这一时期宁波最大的经济兴起出现在以下几个方面:1、宁波港开始大规模开发建设。1979年1月北仑深水港区10万吨级矿石中转码头开始兴建,并被国家列为重点开发的一个国际深水中转港。国际深水港的建设,不仅使宁波港的单航靠泊能力又提高了一个数量级,而且在港口建设上再次由河口港向海港挺进,标志着宁波港进入了更高层次的发展时期。同时,也预示着宁波区域经济发展在全国重要战略地位的出现和宁波建设社会主义现代化国际港口城市目标的导出。2、大工业开始落脚,基础产业发展起步。随着港口开发,浙江炼油厂(现镇海炼化)、镇海发电厂等大工业和能源原材料基础产业开始建设,使宁波成为华东地区最大的火电中心和最主要的石油加工基地。石化、电力等大工
History and trajectory Since the reform and opening up, Ningbo’s economic development has taken the road of developing and building, opening up, reforming, developing a market economy and building an industrial city with an emerging port. The development track of more than 20 years shows roughly four stages: (1) The turning-point and the stage of economic recovery are generally in the late 1970s and before 1984. In December 1978, the Third Plenary Session of the Eleventh Central Committee of the Party proposed to shift the focus of its work to the socialist modernization drive. With the country as a whole including Ningbo, economic construction has been mentioned to a central place and historic changes have taken place in economic development. During this period, the biggest economic boom in Ningbo appeared in the following aspects: 1. Ningbo Port started its large-scale development and construction. January 1979 Beilun deepwater port 100000-ton ore transit terminal to start construction, and by the state as a key development of an international deep-water transshipment port. The construction of the international deep-water port not only increased the single-port berthing capacity of Ningbo Port by an order of magnitude, but also advanced the harbor again from the estuary to the port, marking that Ningbo Port entered a higher stage of development. At the same time, it also indicates the emergence of Ningbo’s important regional economic development in the country and the goal of Ningbo in building an international port city with a modernized socialist economy. 2, big industry began to settle down, basic industry development started. With the development of ports, large-scale industries such as Zhejiang Refinery (now Zhenhai Refining & Chemical), Zhenhai Power Plant and other basic industries of energy and raw materials started construction, making Ningbo the largest thermal power center and the most important petroleum processing base in East China.
