公共部门尤其是政府机构,导入知识管理理念和技术是其应对社会需求发展的必然选择。如何进行知识管理、如何推动其组织成员做好知识管理是公共部门导入知识管理所直接面临的两个难题。本文从公共部门导入知识管理的必要性出发,从知识来源和管理人员成长两个角度对公共部门导入知识管理整体流程进行了尝试性分析,并以政府如何将公众意愿转化为公共管理知识作了进一步的实证研究。
The public sector, especially government agencies, to import knowledge management concepts and technologies is their inevitable choice to respond to the development of social needs. How to carry out knowledge management and how to promote the knowledge management of its members are two problems which the public department directly introduces into the knowledge management. Based on the necessity of introducing knowledge management into the public sector, this paper tries to analyze the whole process of knowledge management from the perspective of knowledge sources and growth of the managers, and analyzes how the government transformed public will into public management knowledge Further empirical research.
