上世纪70年代中期的经济危机及所有的福利国家,使政府开始对自身所扮演的“福利服务唯一供给者”的解色进行反省。特别是受新右派思潮影响而兴起的新管理主义,其强调效率、弹性、市场以及消费者导向的理念,使得社会福利与社会工作实务掀起了巨大的转变。这股浪潮正方兴未艾。20世纪80年代,英美两国在撒切尔夫人和里根总统执政时对社会政策做了重大的改革,这种趋势使英美两国的社会福利面临第二次世界大战以来最大的变革。本文旨在分析新管理主义兴起的背景和其内涵,并分析它对当代社会工作的影响。
The economic crisis of the mid-1970s and all welfare states led the government to reflect on the resolution of its own “sole provider of welfare services.” In particular, the new managementism emerging under the influence of the new Rightist ideology has highlighted the enormous changes in the social welfare and social work practices with its emphasis on efficiency, flexibility, market and consumer orientation. This wave is in the ascendant. In the 1980s, the United States and Great Britain made major reforms to their social policies during the administration of Thatcher and Reagan. This trend has brought the social welfare of Britain and the United States to the biggest change since the Second World War. This article aims to analyze the background and its connotation of the rise of neo-managementism and analyze its impact on contemporary social work.
