In order to meet the challenges of the 1990s, the Outline for the Decade of National Economic and Social Development and the Eighth Five-Year Plan of Shenzhen Municipality was approved by the Municipal People’s Congress and formally implemented. At this juncture, Comrade Deng Xiaoping inspected Shenzhen and once again raised the issue of “building a socialist Hong Kong” in the SAR. This is a vivid reference to pushing the development of the SAR to a higher level. As far as a certain stage of development is concerned, it is consistent with the strategy for the development of the special zone and its further implementation will surely become a powerful impetus to the development of the special zone. The strategic task and development goal of Shenzhen in the 1990s are as follows: When exploring the “vanguard” of the socialist road with Chinese characteristics and building Shenzhen into an advanced industry
