新公共管理和新公共服务理论是近年来学术界讨论比较多的两个理论。从时间先后来看,新公共管理在前,而新公共服务理论是在批判新公共管理尤其是企业家政府理论基础上发展而来的,也正因为如此,新公共服务理论通常被认为是新公共管理理论的替代理论。这种观点是我所不敢苟同的,本文将通过对二者的比较,来论证二者的交叉与互补。
New public management and new public service theory are two theories that are discussed more and more by academia in recent years. From time to time, the new public management is in the forefront, and the new public service theory is developed on the basis of criticizing the theory of new public management, especially the entrepreneurial government. It is also for this reason that the new public service theory is generally considered to be new Alternative theory of public management theory. This view is something I do not agree, this article will compare the two to demonstrate the intersection and complementarity of the two.
