20世纪初年,在大批中国青年东渡日本留学的同时,还有形形色色的政府官员和民间人士到日本进行短期考察。这些考察大都是由清政府以官费派出或在其支持下自费前往的,主要以参观、调查为目的,当时也叫做“游历”。这在中国近代史上是一个相当独特的现象。多年来,中日两国史学界对此很少论述。本文作了初步研究,以求教于史学界。
In the early 20th century, while a large number of Chinese youth were studying in Japan, there were also various government officials and non-governmental personalities who went to Japan for short-term visits. Most of these visits by the Qing government officials to send or support their own expense to visit, mainly for the purpose of visiting, investigating, was also called “travel.” This is a rather unique phenomenon in modern history of China. Over the years, historians in China and Japan have rarely discussed this issue. This article made a preliminary study, in order to learn in history.
