Background Drug abuse is a frequent, harmful and expensive patient safety event. Research to date has focused mainly on the absence of medication in hospitals. The purpose of this paper is to determine the main causes and solutions of drug abuse in primary care. Methods Using PRIORITIZE’s prioritization method, 500 primary care clinicians from northwestern London were invited to complete an open questionnaire survey from September 2013 to November 2014 to identify three major issues related to primary care negligence And solution. 113 clinicians submitted questionnaire feedback, including 48 questions and 45 solutions. A total of 57 clinicians were randomly selected from the initial cohort to rate the questions and solutions and to obtain an overall ranking. The mean agreement score (AEA) was used to assess the consistency of the clinician’s score. The top three issues in the results were inadequate medication delivery, inadequate guidance on the patient’s medication use, and poor discharge order. Top-ranked solutions include developing standardized discharge order templates, reducing unnecessary prescriptions and using too much medication. Communication between healthcare workers and patients, quality assurance methods during drug prescriptions and medication monitoring, and guidance on how patients are medically used are considered top priorities. The highest ranked recommendation received the highest AEA score. Conclusions Clinicians have identified a number of recommendations for better medication administration, quality assurance procedures and patient medication guidance. PRIORITIZE is a new, convenient, systematic and reproducible method that warrants further exploration in order to become a part of routine preventive mechanisms for patient safety monitoring.
