在国际贸易中,技术标准不仅成为限制他国产品准入的手段,也是影响一个国家产业发展的重要问题。因此,各发达国家均注重选择本国具有优势的技术标准并将其转化为国际标准。科学、合理地选择评价指标是技术标准优势评价的基础和关键。评价指标的选取和提炼,应以我国自主提出国际标准的典型案例为依据。本文通过对我国主导制定国际标准的典型案例开展研究,进而提炼优势评价关键指标,作为建立技术标准评价方法的基础。
In international trade, technical standards not only become a means of limiting the access of other countries’ products, but also an important issue affecting the development of a country’s industries. Therefore, all developed countries pay attention to choosing their own advantageous technical standards and turning them into international standards. Scientifically and reasonably selecting the evaluation index is the basis and key of the evaluation of the superiority of the technical standard. The selection and refinement of evaluation indexes should be based on typical cases in which China independently proposes international standards. This paper studies the typical cases of leading international standards in our country and then extracts the key indicators of superiority evaluation as the basis for establishing the evaluation method of technical standards.
