近年来,为加快国有企业自身创新驱动和改革发展、增强核心人才竞争优势,从中央到地方针对国有企业激励机制建设的相关政策法规陆续出台。2013年,中共中央十八届三中全会《关于全面深化改革若干重大问题的决定》中明确提出国有企业要“建立长效激励约束机制”。同年,国务院批转《关于深化收入分配制度改革若干意见的通知》(国发〔2013〕6号),要求“对行政任命的国有企业高管人员薪酬水平实行限高,推广薪酬延期支付和追索扣回制度。”新一轮国资国企改革的政策背景下,地方国资也在积极研究制定相关实施细则。
