农作物种子行政执法可以算是法制时代的新产物,这一个名词背后却涵盖了农业、行政、法制这几大内容的交合,所以他不但新鲜而且更为复杂。所以面对如何使用好农作物种子行政执法这一项公共权力,本人拟将从法制观念、实体程序、执法主体、执法制度、执法环境这几大方面进行论证,以期找到更为符合我国农业国情的执法权力机制,实现为种业服的公共责任。
The executive law enforcement of crop seeds can be considered as a new product of the legal system era. Behind this term, it covers not only the freshness but also the complexity of the agricultural, administrative and legal systems. So in the face of how to use this kind of public power of administrative law enforcement of crop seeds, I intend to demonstrate from the aspects of legal concept, substantive procedure, law enforcement subject, law enforcement system and law enforcement environment in order to find out more in line with China’s agricultural conditions Law enforcement power mechanism to achieve the public responsibility for the seed industry clothing.
