建立以实际成本为基础的收(付)费方式改革是医改工作中的一项重要基础性工作,全国统一的卫生信息体系更是基础的基础,没有全国规范化,标准化信息体系的搭建,实际执行中就没有了公平性和合理性,改革就失去了其核心。本研究分析了我国出台和正在制定中的卫生信息相关规范和标准,提出了在现有基础上构建我国医疗机构收(付)费改革的卫生信息体系的设想和建议,供同道商榷探讨。
The establishment of the reform of receiving (paying) fee based on the actual cost is an important basic work in the medical reform work. The unified national health information system is the foundation of the foundation. There is no national standardization and standardized information system construction and actual implementation There is no fairness and rationality in it, and the reform loses its core. This study analyzes the relevant norms and standards for health information that are promulgated and under development in our country and puts forward the ideas and suggestions on how to build the health information system for the reform of income (or fees) for medical institutions in our country based on the existing ones.
