第四章治理本章共10条,对国家水土保持重点工程建设、水土保持生态效益补偿、水土保持补偿费、社会公众参与治理、水土保持技术路线及措施体系等作了规定。第三十条国家加强水土流失重点预防区和重点治理区的坡耕地改梯田、淤地坝等水土保持重点工程建设,加大生态修复力度。县级以上人民政府水行政主管部门应当加强对水土保持重点工程的建设管理,建立和完善运行管护制度。
Chapter IV Governance In this Chapter, there are 10 articles stipulating the construction of national key projects of soil and water conservation, compensation for ecological benefits of soil and water conservation, compensation fees for soil and water conservation, public participation in governance, technical route and measures for soil and water conservation. Article 30 The state shall step up the construction of major water and soil conservation projects such as terrace cultivation and check dam treatment in the key prevention areas and key control areas for soil and water loss, and increase efforts in ecological restoration. The water administrative department of the people’s government at or above the county level shall strengthen the construction and management of key projects for soil and water conservation and establish and improve the system of operation and management.
