水电项目移民安置问题,不仅关系到中国西部水电资源的开发,而且还关系到社会主义和谐社会的构建。水电移民安置,从相关法律法规、方针政策的制定和完善到实际贯彻执行,尤其是实施后的效果,都有一整套运行机制。文章指出云南段金沙江水电移民安置中存在着诸如移民利益、民族矛盾和移民持续发展等几个问题,并有针对性地提出相应解决对策和建议。
