我国公路城乡差异大,农村公路建设总体规模大、资金匮乏,地方配套资金到位率低等问题突出,投入不足导致农村公路建设滞后,成为城乡经济一体化发展的瓶颈。因此,应借鉴国外经验,创新农村公路建设投资主体,责任上移,以中央和省财政投入为主,改变资金支持政策,取消欠发达地区的配套费;因地制宜,分类指导,通过项目融资、招商引资等多种途径探索建立多元化融资的平台;以车辆购置税、燃油税为抵押发行特种国债,依托地方公路建设公司发行企业债券,创新金融工具,盘活存量资源;建立健全农村公路社会捐献者政策体系,通过税收优惠及其他配套政策激励企业和个人捐助农村公路建设。
There are big differences between urban and rural roads in our country, the overall scale of rural road construction is large, the lack of funds and the low rate of supporting funds in place are prominent problems. The lack of input leads to the laggardness of rural road construction and has become the bottleneck of urban-rural economic integration. Therefore, we should draw lessons from foreign experience, innovate the main body of investment in rural road construction, and shift the responsibility. According to local conditions, Investment and other ways to explore the establishment of a diversified financing platform; vehicle purchase tax, fuel tax for the issuance of special treasury bonds, relying on local highway construction company issue corporate bonds, innovation financial tools, revitalize the stock of resources; establish and improve rural road social donors Policy system, through tax incentives and other supporting policies to encourage businesses and individuals to contribute to rural road construction.
