The speed of industrial development is an important statistical indicator for all levels of leadership and society. With the gradual establishment of China’s socialist market economic system, the current calculation method for industrial development speed can no longer meet the needs of the development of the situation. It is imperative to reform and improve the calculation method of industrial development speed. To this end, the National Bureau of Statistics (NBS) deployed various provinces, cities, and districts in the compilation of industrial production index in 1997, 1999.
