20世纪90年代迄今,大都市政权为应对城市治安危机进行了一场持续的警务机制变革运动。社区治安理论发展迄今,其最重要的趋势就是对空间分析的运用,这一趋势可以进一步阐释为对非正式社会控制的重视,以及在治安策略上强调警察部门放权、基层社区参与、社区凝聚和公众责任。从政治学与社会学的角度看,空间理论的运用蕴涵对传统城市治安体制与策略“国家中心主义”的批判和将空间管理权利归还社区的努力。在中国语境中,城市社区治安体制的变化本身是中国国家与社会关系变化的直接体现,并将形成一种新型的社区治安多元合作体制。
Since the 1990s, the metropolitan government has conducted a continual campaign to reform the police mechanism in response to the crisis of urban public order. To date, the most important trend in the development of community law and order theory is the application of spatial analysis. This trend can be further interpreted as attaching importance to informal social control and emphasizing in the tactics of public security such as decentralization of power by the police, grassroots community participation, community cohesion and Public responsibility. From the perspective of politics and sociology, the application of spatial theory implies the critique of the traditional urban public security system and tactics “national centralism ” and efforts to return space management rights to the community. In the context of China, the change of the public security system in urban communities itself is a direct reflection of the changes in the relations between the state and the society in China, and will form a new type of multi-cooperation system for community policing.
