宏观调控权是政府的一项重要职权,合法性是其本质属性。由于我国宏观调控权缺乏法律规制,致使其运行中出现无法可依、权利失范等困境。为了将宏观调控权的运行纳入法治化模式,有必要从法律层面规范其基本原则和实现手段,其中宏观调控程序立法的完善起着关键作用。
Macro regulation and control power is an important government authority, and legitimacy is its essential attribute. Due to the lack of legal regulation in our country’s macro-control power, difficulties such as being unable to be followed and losing right are caused during its operation. In order to bring the operation of macroeconomic regulation and control into the model of legalization, it is necessary to regulate its basic principles and means of implementation from the legal aspect. The perfection of the legislation of macro-control procedure plays a key role.
