国有经济战略性改组是国企改革的重中之重 从理论上讲,国有企业改革中的两大基本内容,即建立现代企业制度和国有经济战略性调整是相统一的。在实际操作中,两者至少是同步进行的,甚至应该是由国有经济战略性改组先行。因为只有在国有经济战略性改组到位的情况下,才有进一步建立现代企业制度的必要,否则,在那些国有经济应该退出的领域和部门中对国有企业实行“改制”和“转制”是没有意义
