90年代中目的经济发展战略应该重视什么?我认为有以下几点: (1)中国经济现状是处于由于实行改革和开放的经济发展战略,已取得初步的成功,11亿人口的国民已经有不断提高生活水平的愿望的阶段。但是,要实现今后进一步提高生活水平的愿望,必须使广大人民理解,既要考虑个人的愿望,也要考虑国民经济的均衡发展,考虑各个产业间供给能力的平衡,要引导广大国民充分理解,如果不努力发展生产,就不可能实现没有通货膨胀的生活水平提高的原则。必须提高在各行各业的工作岗位上,依靠集体的力量,大力搞好生产运动的自觉性。(2)要扩大最后生产部门的生产力。目前,基础原材料、能源、运输部门上不去是个深刻的现实,必须使这些部门优先发展,这是先决条件。对此要花费巨额的资金,而且建设中需要相当的时间。要使国民认识到与其当前急于提高生活水平,不如为将来达到高的生活水平而目前做一些储蓄。
