(一)广东省发动群众贯彻基本建设投资包干的工作,是在1958年大跃进的形势下广泛开展起来的。随着1959年的继续大跃进,投资包干办法在全省范围内得到更广泛、更深入的贯彻,促进了基本建设的多快好省。1958年,在党的总路线的光辉照耀下,出现了国民经济大跃进的高潮。新的形势要求我们把基本建设搞得更多、更快、更好、更省,更大地发挥投资效果。正在这个时候,石景山钢铁公司创造了投资包干办法,国务院把这个促进基本建设多快好省
