水力工程的施工除了要求备项工程在进度上和技术上彼此密切配合外,在施工期间还必须考虑天然水流的情况而加以适应,同时水力工程的修建地点往往远离居民区,有时甚至处在完全没有居民的地区,所以水力工程的施工,远较其他各种形式的建筑(如住宅、厂房、道路等)复杂和困难。因此,除了需要丰富的施工经验而外,还要求在工程组织上深思熟虑,建立正确的施工组织,否则就会增加施工的困难,因而影响竣工日期,增加建筑费用。
