能源消费结构不合理是导致我国能源效率较低的原因。本文采用1996年-2007年中国省际面板数据、广义矩估计方法和岭回归方法,估算了煤炭、石油、天然气和电力的边际效率及其不同能源消费量之间的边际替代率换算,分析了省际能源消费结构对能源效率的影响。结果显示,能源边际效率由高到低排序为天然气、电力、石油、煤炭;煤炭消费比重的增加会降低能源效率,而石油、天然气和电力比重提高会提高能源效率。由此,为了提高能源效率,应努力减少煤炭、提高天然气在能源消费结构中的比重,加大煤电的转换力度,提高电能占终端能源的比重,逐渐改善我国能源消费结构不合理的问题;加强保证石油安全供给措施,实施战略石油储备计划。尤其是,国家在实施“西气东输”工程的同时,仍需在政策上鼓励各个地区推广使用天然气。
The unreasonable structure of energy consumption is the reason for the low energy efficiency in our country. In this paper, the marginal efficiency of coal, oil, natural gas and electricity and the marginal rate of substitution between different energy consumption of coal, oil, natural gas and electricity are estimated using the panel data of China’s provinces from 1996 to 2007, generalized moment estimation method and ridge regression method. The Impact of Provincial Energy Consumption Structure on Energy Efficiency. The results show that the marginal efficiency of energy is ranked from high to low as natural gas, electricity, oil and coal; the increase of the proportion of coal consumption will reduce the energy efficiency, while the increase of the proportion of oil, natural gas and electricity will increase energy efficiency. Therefore, in order to improve energy efficiency, efforts should be made to reduce coal, increase the proportion of natural gas in the energy consumption structure, increase the transformation of coal power, increase the proportion of electricity in terminal energy, and gradually improve the irrational structure of energy consumption in our country. We will step up measures to ensure oil security and implement a strategic oil reserve plan. In particular, while implementing the “West-East Gas Pipeline Project”, the state still needs to encourage policies to encourage the promotion of the use of natural gas in all regions.
