从BOT项目融资概念和应用现状着手,分析BOT融资在我国铁路建设项目中的适用性及开展铁路BOT项目融资需要研究的问题,提出精心挑选试点项目,研究适合铁路网络特性的特许权经营模式,建立与铁路市场化融资相适应的运价和运营机制,建立健全有利于推行项目融资的政策法规,培养项目融资人才等实施铁路BOT项目融资的建议。
From the concept and application status of BOT project financing, this paper analyzes the applicability of BOT financing in China’s railway construction projects and the research on the need to carry out the financing of railway BOT projects. It puts forward that careful selection of pilot projects, study of concession business model suitable for railway network characteristics, The establishment of railroad market-oriented financing and operation of the tariff mechanism and establish and improve policies and regulations conducive to the implementation of project financing, training project financing personnel to implement the railway BOT project financing proposals.
