伴随着改革开放的不断深入,我们在欣喜地看到我国经济社会持续快速发展的同时,也应看到公共安全形势的严峻性。据资料介绍,我国平均每年由于四大类突发公共事件所造成的非正常死亡人数超过20万人,伤残超过200万人,经济损失超过6000个亿。面对这一严峻的形势,我们应当怎么办?古语说得好:“思其危则安,忘其危则危”;“凡事预则立,不预则废”。意思是说,居安思危、思则有备,有备无患。因此,经常性地做好预防和处置各类突发公共事件的思想准备、预案准备、机制准备、工作准备,建立健全社会预警体系和应急机制,不断提高预防和处置突发公共事件的能力,应是我们关注的焦点。为此,本刊在《应急管理》栏目中将分期、分专题连续刊载《加强应急预案体系建设,提高应对突发事件和风险的能力》一文。该文是国务院参事、国家减灾委专家委副主任闪淳昌教授在民政部、国家行政学院共同举办的领导干部培训班上的讲座文稿。作者介绍了他在担任国务院办公厅应急预案工作小组副组长期间编制国家总体应急预案的背景和基本情况,对各地、各部门和各单位在制定、修订应急预案,加强应急机制建设方面具有重要指导意义。
