Due to a public-injury accident in production, the United States lost a total of 315 million working days lost in 1977. Nearly 21 million people were exposed to harmful substances in mid-1978, an amount equivalent to 20% of the active staff in the industrial sector, resulting in the successive occurrence of occupational diseases. Injuries and occupational diseases in the mining industry are particularly high, with three-quarters of miners currently suffering from coal silicosis. It is planned that by 1985, the level of public injury accidents and occupational diseases in various industrial sectors will be reduced to below 40%. In this regard, special attention is paid to the scientific research on labor health and safety issues in the industrial sector. The U.S. Bureau of Mines has developed a comprehensive research plan in this area that includes a breakdown of 12 major safety issues. These sections
