阜新地区在辽代分别隶属于上京道、东京道、中京道,位于它们的交界之处。该地区在辽代所属大致有徽州、懿州、遂州、顺州、壕州、欢州、成州、横州、闾州、渭州、原州、福州等12州,也是辽朝置州较为密集的地区之一。自耶律阿保机建国后,阜新地区一直受到统治者的重视,曾有多位皇帝到过这里。世宗耶律阮于天禄二年“十一月,驻跸彰武南”~1。辽圣宗耶律隆绪于统和元年四月,“遂如徽州”~2。辽兴宗耶律宗真于重熙二十一年冬,“十月戊子,幸显、懿二州”~3。
