自20世纪50年代开始,太湖流域各级政府和民众为抵御洪涝灾害,在农田水利建设过程中进行了联圩并圩,至70年代中后期,联圩工程由低洼地区向半高田地区全面推开。这一时期的联圩并圩不同于80年代后的标准化圩区建设,而具有粗放性的特点,对生态和社会都产生了重要的影响。从积极方面看,联圩内抵制洪水的能力有所增强、农作物产量明显提高;从消极方面看,太湖流域水系蓄泄能力总体下降,水域生态环境遭到一定程度的破坏,部分联圩因施工质量低下和其他原因存在安全隐患,各种水利纠纷与矛盾屡有发生。
