对中国民航来说,过去的1995年是运输飞行安全状况令人感到欣慰的一年。截至去年底,已连续17个月安全飞行120万小时无事故,实现了“运输飞行安全年”的目标,飞行事故征候率比前一年下降了11.3％,且空防安全也得到了保证。为此,本刊记者于全国民航航空安全工作会议结束之时,走访了中国民航总局航空安全办公室的班永宽副主任,就去年民航航空安全的平稳形势及会后的工作重点、我国航空安全的管理体制、政府职能部门的作用等问题进行了采访。
