由于工程建设项目需投入的资金量大,一般的资金来源为国家财政拔款或向世界银行贷款,近几年还出现了BOT项目。作为建设单位,他们希望利用有限的资金去建设更多的项目,以最少的资金,造出质优的工程,因此必须对项目投资实施全过程有效的成本控制,从组织、技术、合同等方面,挖掘潜力,降低成本,提高投资效益和社会效益。但是近几年不少地方的建筑工程都出现了一些质量事故,如何使资金投资与质量控制这一矛盾得到解决,本文针对影响工程造价比较大的概算阶段、施工图预算阶段、招投标阶段、施工阶段的工程造价控制,发表一点拙见,起到抛砖引玉的作用,供广大同行商榷。
