目的分析潍坊市疾控机构2005-2015年人力资源配置情况,为有关部门合理配置疾控机构人力资源提供科学依据和政策建议。方法对2005-2015年市、县两级疾控机构人力资源数据进行统计分析。结果 2005-2015年全市疾控人员逐年减少,由2005年的1 151人减至836人,疾控人员拥有量为0.09人/千人。50岁以上年龄组增幅大,占比由2005年的20.33%增至2015年的41.63%,其他年龄组占比均有不同程度下降。本科以上学历人员不断增加,硕士以上学历占比由0.09%增至6.70%,本科学历占比由17.90%增至42.94%。全市专业技术人员占比由2005年的84.45%增至2015年的85.89%,高级职称占比由9.56%增至10.77%,中级占比由34.49%增至41.03%,初级占比由40.40%降至34.09%。结论 2005-2015年全市疾控机构人力资源整体水平有了较大提高,结构进一步优化,但是总体情况不够理想,特别是数量总体不足、大龄化问题突出,应重新核编同步增员,加强人才培养激励,做好人力资源配置,以满足疾控事业可持续发展。
Objective To analyze the allocation of human resources in Weifang CDC from 2005 to 2015 and provide scientific basis and policy recommendations for the relevant departments to rationally allocate human resources in CDC. Methods The data of human resource of CDC from 2005 to 2015 were statistically analyzed. Results The number of CDC members in the city decreased from 2005 to 2015, from 1 151 in 2005 to 836 in 2008, and the number of CDC members was 0.09 per thousand. The age group over the age of 50 increased greatly, accounting for 41.63% of the total in 2015 from 20.33% in 2005, while the proportions of other age groups dropped to varying degrees. Bachelor degree or above continuous increase in personnel, master’s degree or above accounted for by 0.09% to 6.70%, bachelor degree from 17.90% to 42.94%. The proportion of professional technicians in the city increased from 84.45% in 2005 to 85.89% in 2015, the proportion of senior professional titles increased from 9.56% to 10.77%, the intermediate proportion increased from 34.49% to 41.03%, and the primary proportion decreased from 40.40% to To 34.09%. Conclusion From 2005 to 2015, the overall level of human resources of the CDC in the city has been greatly improved and the structure has been further optimized. However, the overall situation is not satisfactory.
