In practice, the government and the market stand on radically different attitudes. The analysis of transgressions by Merton’s structural tension theory is an effective paradigm, that is, the conflict and tension between cultural goals and institutionalization are the root causes of transgressions. Through the investigation and analysis of the encircling behavior in the construction market of G City, this paper makes a new understanding and explanation of Merton’s structural tension theory.
