This article describes the causes of PMD and its statistical properties. The effects of polarization mode dispersion on analog and high bit rate digital communication systems are discussed in detail. The measurement results of the optical fiber and the optical fiber cable show that it is very important to properly select the measurement state in order to obtain a reasonable optical fiber polarization mode dispersion value in the optical fiber cable. If the maximum allowable polarization mode dispersion is 0.5ps / km, it can be guaranteed that polarization mode dispersion will not affect the next generation digital communication system. The typical value of Xikang fiber polarization mode dispersion is only about one tenth of the above value
