我国的通信网络中共有8个大区交换中心,南京电信局是其中之一,担负着山东、安徽、江苏省与国内、国际的通信交换任务.南京的电话交换业务量大,每天有效通话约为150万张左右.多年来,南京电信局在改变本地区的通信落后面貌,提高电话交换网络的技术装备水平、经营管理水平、通信服务质量上狠下工夫,使电话交换网络的各项业务考核指标有了大幅度提高,但反映本地电话网服务质量的一项重要指标——来话接通率的情况却不够理想.在话务管理工作中,通过分析F-150长途程控交换机的服务质量观察信息,发现影响来话接通率的因素许多,总的反映是用户忙(包括长途忙、市话忙).为此我们对24个市内电话局进行了忙用户形成原因调查.
