随着科学技术的发展和知识经济时代的到来,现代企业之间的竞争说到底就是人才的竞争。适应经济形势发展的需要,建立健全现代人力资源管理体系尤为重要。但是,当前部分企业中领导和管理者思想观念仍停留在传统的人事管理阶段,人力资源管理工作重管理、轻开发的现象依然存在,这在一定程度上制约了企业人才的开发和利用,影响了企业的发展。因此,转变观念、实现人事管理向人力资源管理转型迫在眉睫。本文就这一课题,谈些粗浅认识,与同行们商榷。
