引言地震工程与社会政策的重点应放在生命安全上,强调如下策略以减轻地震的危胁:1.易受地震影响的结构物的处理显然极为重要。已有的结构物的危险性应予以评价,并根据当地环境考虑减缓措施;2.改善设计,提高建设及质量管理水平,保证新的建筑物是抗震的;3.为了给改善地震工程实践和地震安全的政策提供指导,应加以研究所有大地震。除加强震后调查外,那些直接与工程师与建筑师有关的尚存问题的研究应引起重视,研究成果的应用也需要人们更多的注意。
Introduction Seismic engineering and social policy should focus on life safety and emphasize the following strategies to mitigate the risk of earthquakes: 1. The handling of structures that are susceptible to earthquakes is clearly of paramount importance.
