水利工程是关系国计民生的基础性建设,对我国的经济发展产生着十分重要的影响。因此,国家对水利工程建设给予了高度重视,在水利工程中的投入也不断增多,但是大多数水利工程仍旧存在严重的维修养护问题,极大的制约了水利工程作用的发挥。
