本文着眼于中观层面上海人力资源服务业发展的实证研究,从战略性新兴产业构建角度,基于上海人力资源市场发展的制度环境及产业现状调查的实证数据支持,辅以中国上海人力资源服务产业园区组建及发展现状作为分析范本,深入分析上海人力资源服务业发展面临的转型瓶颈等制约因素。同时,通过探讨和校正人力资源市场与人力资源服务产业间的不均衡发展关系,在审视统一规范的人力资源市场建设和人力资源服务产业发展的制度环境及其现状基础上,重点从管理体制、产业政策、公共服务和市场监管等方面,提出加快上海人力资源市场发展转型和加快人力资源服务业发展的制度环境构建及对策建议。 This paper focuses on the empirical research on the development of human resource service industry in Shanghai from the view of medium-level level, from the perspective of the construction of strategic emerging industries, based on the empirical data of the survey of institutional environment and industry status quo in Shanghai's human resource market, supplemented by the Shanghai human resource service industry The status quo of the establishment and development of the park as a model for analysis, and in-depth analysis of the constraints such as the transformation bottleneck facing the development of Shanghai's human resources service industry.
