I. Current Situation Analysis At present, the economic foundation and policy orientation are important reasons for the flow of talent. On the one hand, state-owned enterprises are extremely unattractive to talents, and there are very few talented people. On the other hand, the phenomenon of brain drain is more common. A recent survey conducted by the China Social Survey Office shows that the loss of young and middle-aged scientists and technicians has had a serious impact on state-owned enterprises. The survey targets 500 large and medium-sized state-owned enterprises in five cities including Beijing, Shanghai, Wuhan, Chongqing and Guangzhou.
