  There are currently more than 2,000 performing folk groups in the autonomous region. For rural inhabitants living in remote areas, folk troupes have played an important role in enriching their lives. The publicly funded training aims to improve the performance of the folk troupes.


  Justice Big Data
  Chief Justice Zhou Qiang has called on the country’s courts to make full use of big data to modernize the justice system, the People’s Court Daily reported on November 25.
  Zhou, President of the Supreme People’s Court (SPC), also urged courts to use other hi-tech tools, including cloud computing and artifi cial intelligence, according to the newspaper run by the SPC.
  “Applying new technology in promoting justice can make judicial practices more open, transparent and predictable,” Zhou said.
  In a move to improve the effi ciency and transparency of judicial practice, China launched a national network for probation and commu- tation on November 23.
  The network, developed by the SPC, the Supreme People’s Procuratorate and the Ministry of Justice, can record and transfer information about prisons and legal cases across the country’s judiciary.
  Drug Rehabilitation
  About 487,000 drug addicts in China were sent for detoxifi cation and rehabilitation in local communities, according to the China National Narcotic Control Commission(CNNCC).
  The community-based rehab programs have covered more than 80 percent of the country’s townships and sub-districts, said Liu Yuejin, Deputy Director of the CNNCC, on November 28.
  China launched a project to promote community-based drug detoxifi cation and rehabilitation in 2015. The project focuses on setting up local institutions and recruiting volunteers.
  More than 92,000 workstations have been established, with 48,000 staff working for the communitybased rehab programs, according to the CNNCC.
  Environmental Funds
  China has set aside 49.7 billion yuan ($7.5 billion) for the support of environmental protection this year, a senior environmental offi cial said on November 23.
  So far, 39 billion yuan ($5.9 billion) has been allocated for air, water and soil pollution control, said You Yanxin, an offi cial with the Planning and Finance Department of the Ministry of Environmental Protection, at a press conference.   According to You, 16 billion yuan ($2.4 billion) of the funds is reserved for supporting air pollution control efforts in 13 provincial-level regions in the Beijing-Tianjin-Hebei region and its neighboring areas, the Yangtze River Delta and the Pearl River Delta.
  You said the Central Government’s spending in this area has topped 27.2 billion yuan ($4.1 billion) since the start of the 13th Five-Year Plan (2016-20) period.
  The Central Government has also earmarked 8.5 billion yuan($1.29 billion) for combating water pollution, and 6.5 billion yuan ($985 million) for soil pollution control.
  Viral Hepatitis Plan
  China has effectively slashed growth of viral hepatitis infection, but fi ghting the disease remains a challenge, said a plan issued by the National Health and Family Planning Commission and another 10 administrations on November 28.
  More than 1.3 million viral hepatitis cases are reported in China every year, accounting for one third of all infectious cases th at must be offi cially recorded.
  The plan, covering the period from 2017 to 2020, emphasizes the importance of testing and vaccination.
  Hepatitis B and C can be transmitted through unsafe injections during medical procedures and drug use, unprotected sex or via infected mothers.
  According to the plan, all blood banks should check for the hepatitis B and C viruses in their blood supply.
  More education on the disease is needed to ensure that knowledge of hepatitis prevention reaches 50 percent of the public or more by 2020, said the plan.
  The plan also requires lower medicine costs, more medical services and consultation on viral hepatitis.
  Viral hepatitis is the leading cause of cirrhosis of the liver and liver cancer. China had about 90 million people living with chronic hepatitis B in 2015.
  Consumption Survey
  Chinese consumers are becoming more confi dent and savvy regarding their choice of brands and products, according to a report released by global management consulting fi rm McKinsey and Company.
  The report was based on a survey of 10,000 consumers aged from 18 to 65 across 44 cities and seven rural villages and towns in the country.
  Around 80 percent of the respondents were confi dent that their household incomes will increase markedly in the coming fi ve years.
  The post-90s generation is emerging as the next engine of consumption in China, according to the report, and this consumer cohort will account for more than 20 percent of total consumption growth, higher than any other demographic group.   The report also noted that the post-90s showed better confi dence in China’s macroeconomy and tended to have strong awareness and preferences about brands.
  Finless Porpoises
  A total of 165 Yangtze fi nless porpoises have been visually identifi ed during a survey expedition along the Yangtze River, a signifi cant increase from the previous research in 2012.
  Acoustic equipment identifi ed 102 fi nless porpoises during the expedition.
  “There is a notable increase in the population size of the fi nless porpoise based on our observation,” said Hao Yujiang, head of the research expedition.
  On November 10, a scientifi c expedition to the Yangtze to study wild fi nless porpoises and their habits was launched.
  The 40-day expedition, organized by the Ministry of Agriculture, will be conducted in the main stream of the middle and lower reaches of the Yangtze spanning from Yichang to Shanghai, as well as the river’s largest tributaries and the lakes of Dongting and Poyang.
  “Results of the expeditions, including the population of the fi nless porpoise, are to be made available after suffi cient analysis,” Hao said.
  A separate expedition in 2012 found the population of fi nless porpoises had shrunk to about 1,040, about 14 percent less than six years previously.
  Scientists say insuffi cient food, illegal fi shing tools, water pollution and habitat destruction are the major reasons for the decline.
  Defying Gravity

  Science Promotion
  Around 15.2 billion yuan ($2.3 billion) was raised in 2016 nationwide to popularize science, a 7.63-percent increase from 2015, the Ministry of Science and Technology said on November 27.
  By the end of 2016, China had nearly 1,400 centers and museums of science and technology nationwide that specialize in popularizing science, a year-on-year growth of 10.7 percent, according to the ministry.
  About 223,500 people worked full time in this sector in 2016, up 2,000 over the previous year, the ministry said.
  On average, one popular sci- ence facility served about 1 million people in 2016, which was a notable increase from that in 2015, said Qiu Chengli, an offi cial with the ministry.   China will build more science and technology centers and museums in underdeveloped western areas and ethnic minority areas for balanced development, Qiu said.
  Scientifi c research institutes and universities also contributed by holding around 8,080 popular science events by the end of 2016, 839 more than the previous year, which attracted over 8.6 million visits.
  Houses Up for ‘Adoption’
  The interior of an ancient house in Wuyuan, east China’s Jiangxi Province. Wuyuan, a county known for its pastoral beauty, is fi nding a novel way to give new life to centuries-old houses that have fallen into disrepair. The rundown buildings can be “adopted” with the adopters funding renovations since many of the real owners lack the funds or skills necessary for the refurbishments. Wuyuan has more than 4,000 ancient houses, many built during a period of 600 years up to the end of the Qing Dynasty (1644-1911).


  Upgrading Ukraine’s Roads
  On November 28, Chinese stateowned company Sinohydro Corp. Ltd. signed an agreement with Ukraine’s state road agency Ukravtodor to upgrade the KievChop highway, which connects the capital with a city on the UkraineHungary border.
  The contract, worth about 42.3 million euros ($50.16 million), was signed in Kiev by Xu Fei, Sinohydro representative in Ukraine, and Slavomir Novak, an acting head of Ukravtodor.
  Under the terms of the contract, the Chinese company will modernize a 22.3-km-long section of the highway near Ukraine’s northern city of Zhytomyr, expanding the road from two to four lanes in each direction.
  In addition, the project also in- cludes the construction of four road interchanges and two pedestrian bridges, the reconstruction of three railway overpasses, and the modernization of another bridge along the route.
  Once completed, the upgrade is expected to enhance the capacity of the 821-km-long Kiev-Chop highway, one of the country’s logistic arteries, whilst also reducing traffi c on the Zhytomyr section, which currently serves about 10,000 motorists per day.
  The project, set to start at the beginning of 2018, is set to be completed within two years. It is fi nanced by the European Bank for Reconstruction and Development and the European Investment Bank.
  It will be the second such project involving Chinese companies to carry out the modernization of Ukrainian roads.
  Tougher Dishonesty Penalty   China will strengthen supervision of businesses involved in cross-border economic activities, an offi cial document said.
  Dishonest businesses will face restrictive measures on loan guarantees, insurance rates, bidding and procurement, according to guidelines issued recently by 28 government departments including the National Development and Reform Commission.
  Sectors under scrutiny include overseas trade, investment and fi nancial cooperation.
  Taking outbound investment as an example, discreditable behavior includes breaking approval rules, falsifying information and cheating on capital transfers.
  A credit record will be set up, with credit-loss corporate activities tracked and published.
  Bridging the Gap
  Xiangxi Yangtze River Highway Bridge under construction in Zigui, central China’s Hubei Province, on November 28. Construction of the bridge is scheduled to be completed in 2019.


  Giant SOEs Merger
  Two Chinese state-owned enterprises(SOEs) have merged into an energy conglomerate with total assets worth 1.8 trillion yuan ($272.96 billion).
  The new company, China Energy Corp., has become the world’s largest in coal mining, thermal power, renewable energy and coal-to-liquid conversion, according to the founding ceremony held on November 28.
  It was formed by the reorganization of power generator China Guodian Corp. and coal miner Shenhua Group.
  “It is the biggest consolidation among central SOEs in recent years,”said Xiao Yaqing, Minister of the State-Owned Assets Supervision and Administration Commission of the State Council.
  Xiao expects the deal to improve corporate profi tability and help coordinate the coal and electricity markets.
  The merger is in line with the country’s effort to push restructuring in state-owned companies. During the past fi ve years, 34 central SOEs were reorganized to improve competitiveness, according to Xiao.
  The total number of central SOEs has halved from 196 in 2003.
  Qiao Baoping, Chairman of China Energy Corp., said the company would focus on coal mining and power generation, while making a greater effort to eliminate excess capacity, and speeding up its drive to go global.
  In early November, China Energy signed a memorandum of understanding with the government of West Virginia to cooperate on shale gas exploration. The deal, with total investment to reach $83.7 billion over 20 years, will be the largest energy cooperation deal to date between China and the United States.   Car Joint Venture
  Anhui Jianghuai Automobile (JAC Motors) and Volkswagen signed a memorandum on November 27 for a joint venture to develop and market multi-function vehicles.
  The two companies will discuss possible options for cooperative projects which will develop pickup trucks, multi-purpose vehicles and electric cars.
  The venture is to be half-owned by JAC and half-owned by Volkswagen, and will be based in Hefei, the capital city of east China’s Anhui Province and hometown of JAC.
  It will be the second joint venture between JAC and Volkswagen after the two companies signed an agreement in Germany in June to establish a 50-50 joint venture to develop, produce and market new energy cars and related mobility services.
  Pedalling the Silk Road

  Truck-Hailing Merger
  Two Chinese fi rms that help truck drivers to fi nd goods to transport merged on November 27.
  Huochebang, described as China’s Uber for the truck industry, and its smaller rival Yunmanman announced a strategic merger.
  Wang Gang, Chairman and CEO of the new company, said the two brands will continue to operate independently, but data will be shared to improve effi ciency.
  The new company also plans to use new-energy vehicles and to expand overseas.
  The two companies have transformed the way people fi nd trucks to transport their goods. Huochebang alone provides information on around 5 million pieces of freight each day.
  Industrial Internet
  The State Council has unveiled guidelines for developing the industrial Internet—the integration of industrial systems with Internet technology.
  By 2025 infrastructure related to the industrial Internet should be extended to cover all regions and sectors, according to the State Council guidelines.
  By 2035, China will lead the world in key sectors of the industrial Internet and by the middle of this century should be among the top countries in terms of the overall strength of its industrial Internet.
  The development of industrial Internet is a must for China’s manufacturing sector in the face of international competition, said Chen Zhaoxiong, Vice Minister of Industry and Information Technology.   The guidelines listed major tasks and projects, including increasing Internet speed, reducing costs, setting industrial Internet standards, establishing innovation centers and improving network security.
  Equal market access will be expanded, fi scal support strengthened and direct fi nancing increased, the guidelines said.
  According to the guidelines, priority will be given to the development of advanced manufacturing that is smart and green.
  The Ministry of Industry and Information Technology has selected 206 pilot projects for smart manufacturing, of which 28 are relat- ed to industrial Internet innovation, said Xie Shaofeng, an offi cial with the ministry.
  More Efficient Clearance
  China is expanding a single-window system that enables faster and cheaper cargo clearance across the country.
  The General Administration of Customs (GAC) announced on November 27 that a standard version of the platform now covers all trade ports, with a total of 35,000 registered users and more than 100,000 daily declarations.
  GAC spokesperson Huang Songping said it combines the functions of 11 agencies and provides 129 services ranging from declaring goods to checking business qualifi cations.
  Instead of fi ling the same information repeatedly with different authorities, traders will now be able to declare cargo and taxes with a single submission on a Web-based platform, improving effi ciency and reducing costs.
  Fruits of Labor
