一九三五年五月,史達林同志在克里姆林宮舉行的紅軍學院學生畢業典禮大會上的演說中,提到應當特別重視人材,特別重視幹部的問題。史達林同志特別批評在實際工作中,有些人存在著一種「豈有此理」的對待人材的態度。本來,我們應該對於在我們革命隊伍中的無論「大」「小」工作者,都要表現出最關切的態度,都要殷勤地培植他們。可是,有些人對待人材竟是一種「官僚主義的刻薄態度」,一種「簡直豈有此理的態度」。史達林同志隨即談到了一個很深刻動人的故事,他說: 「說到這裏,我回想起了我被流放在西伯裏亞時所碰見的一件故事。這是在春天漲水時發生的。當時有三十個人跑到河裏去撈取波濤洶湧的大河所沖下來的木料。到黃昏的時候,他們回到村莊來了,可是缺少了一個同伴,當我問第三十個人在那裏時,他們就冷淡地回答道:第三十個人「留在那裏了」。我問:「怎麽會留在那裏呢?」。他們又同樣冷淡地回答道:「那還要問什麽,
