武汉建设循环经济型城市,应从社会小循环、中循环和大循环三个层面推进循环经济发展。在“小循环”层面,以制造业为重点和先导,推进企业实施清洁生产,减少产品和服务中物料和能源的消耗量,实现污染物产生量的最小化;在“中循环”层面,推进东西湖、青山等产业园区建设生态产业园区,促使工业和农业产业体系向三级生态系统转换;在“大循环”层面,重点建设可再生资源回收利用系统和废弃资源综合处理系统,推进一、二、三产业间物质的循环和能量的梯级利用,逐步建立起循环经济型城市。
