随着经济的快速发展,民用住宅及商业用建筑业在飞速发展的同时,也面临着挑战。如何加强建筑工程管理、建立一套科学的建筑工程管理体系,显得尤为重要。笔者结合多年来在县级城市建设部门工作的经验,作以下浅析。1、实行科学的建筑工程成本控制建筑工程成本是指生产建筑产品过程中实际发生的工、料、费用投入,它反映企业劳动生产率的高低和材料的节约程度、机械设备的利用情况,以及施工组织劳动组织、管理水平等施工经营管理活动的全部情况。这方面上,很多人首先在认识中存在误区。他们认为成本控制只是财务人员的事情,在以往的施工方案中,一些施工部门往往只偏重于好和快,通常不惜价钱地投入大量人力、物力,加大了成本,造成了浪费。其次在实际操作中,缺乏相应的奖励机制,对施工过程缺少有效管理。笔者认为,建筑工程管理中,除了明确项目经理的权力和责任
