对基础研究和应用研究实行科学基金制,是国际上普遍采用、行之有效的管理办法。国家地震局地球物理研究所、国家地震局工程力学研究所、中国科技大学地球和空间科学系、北京大学地质系等四个单位,在上级主管部门的同意和支持下,经国务院科技领导小组批准,在1984年9月15日成立了地震学联合科学基金会,作为科技体系改革的试点,探索逐步由事业费开支过渡到基金制的途径。
The implementation of a scientific fund system for basic research and applied research is an internationally accepted and effective management approach. Institute of Geophysics, State Seismological Bureau, Institute of Engineering Mechanics, State Seismological Bureau, Department of Earth and Space Science, University of Science and Technology of China, Department of Geology, Peking University and other four units, with the agreement and support of the higher authorities approved by the State Council Science and Technology Leading Group , The Seismological Joint Science Foundation was set up on September 15, 1984 as a pilot for the reform of the science and technology system to explore ways to gradually shift from operating expenses to the fund system.
