民族文化一方面在维护社会稳定、减少越轨行为的发生有着不可替代的教化、规范、引导作用,另一方面又是社会不稳定和越轨行为发生的重要诱因之一。因此民族文化建设的主要目的是满足各民族成员丰富多样的精神需要以促进社会稳定和谐发展。但由于民族文化建设存在的碎片化原因,导致民族文化作用未能得到有效发挥,不利于社会稳定和谐局面的形成。如何运用先进的理论工具建设好民族地区的文化事业和产业,满足各民族成员的精神需要、服务于社会稳定和谐是广西民族自治的各级地方政府以及各文化建设主体需要探讨的新课题。文章利用整体性-网络治理的理论工具分析广西民族地区文化建设普遍存在的碎片化问题,并依据整体性-网络治理的主旨提出整合治理的措施。
On the one hand, national culture plays an irreplaceable role of enlightenment, standardization and guidance in maintaining social stability and reducing transgressions. On the other hand, national culture is one of the major inducing factors of social instability and deviant behavior. Therefore, the main purpose of building national culture is to meet the diverse and diverse spiritual needs of all ethnic groups in order to promote social stability and harmonious development. However, due to the fragmentation of the national culture, the national culture has not been brought into effective play, which is not conducive to the formation of a harmonious society. How to use the advanced theoretical tools to build up the cultural undertakings and industries in the ethnic areas and meet the spiritual needs of the various ethnic groups and serve the social stability and harmony are the new topics that need to be explored by local governments at all levels and the main subjects of cultural construction in Guangxi. The article uses the theory tool of holisticity - network governance to analyze the fragmentation problem which is ubiquitous in cultural construction in Guangxi ethnic minority areas and puts forward measures to integrate governance according to the principle of integrity - network governance.
