一、宁波市南三县财政发展现状奉化、宁海、象山地处宁波市南部沿海(下称南三县),现有土地面积4305平方公里,占全市土地总面积的46%,现有人口159.06万人,占全市总人口的30%。近年来,随着改革开放的不断深入,南三县经济有了较快的发展,1993年国内生产总值仅为591075万元,到1996年国内生产总值达到1368725元,年均递增32.3%,人均国内生产总值达到8651元。在经济取得较快发展的同时,财政也取得了长足的发展,收支规模明显扩大。从收入方面看,南三县财政总收入从1993年的42331万元增长到1996年的68759万元。平均每
