建设部第61号部令,是我国第一次以部门规章的形式,将城建档案管理纳入城市建设法规体系,标志着城建档案法制建设进入了一个新阶段,也是深入贯彻实施《档案法》的重大举措。 《规定》共有十六条,计1554个字,言简意赅地表述了城建档案管理的原则,城建档案机构及其责任,城建档案重点管理的内容及其方法,城建档案的开发利用、法律责任等等。贯彻实施《规定》,应根据各地、各市城建档案馆工作实际情况,突出重点,狠抓落实。就我市而言,应重点解决好以下几个问题:
